* New upstream version
* Build-depend on librust-ciborium-dev and librust-sha2-0.10-dev,
needed by the new CBOR database crates
* Regenerate Cargo.lock against the packaged crates at build time
* Install the new ddccontrol-scanmonitor helper in ddccontrol
* New binary package ddccontrol-dbgen, providing the generator for the
CBOR monitor database of ddccontrol-db. Its manual page is generated
by help2man, with a pre-generated copy in debian/ for cross-builds.
* Build Rust code with debug info, and declare Static-Built-Using
* Support cross-building the Rust code: add a RUST_TARGET configure
variable (patch), pass the Debian Rust host triple and cross linker,
and build-depend on cargo:native, rustc:native and libstd-rust-dev.dsc
