Everything in the tree is GPL-2+ or GPL-3+, both of which are in /usr/share/common-licenses and are properly pointed to; each work's own statement ("GPL2 or any later version", the ITIL manual's "GNU General Public License version 3", the scripts' "GPL2+") matches the stanza that claims it, and keeping the GPL-2+ and GPL-3+ manuals together in debian-edu-doc-legacy-en is an aggregation of separate works. debian/copyright is DEP-5, and every file in the tree is matched by one of its stanzas (checked stanza by stanza against a full file inventory); the prescan's non-commercial wording is obsolete msgids quoting GPL-2 §3c, and the FSF "holder" is the GPL's own copyright line, not a claim on these files. The six "restricting commercial use" hits (documentation/rosegarden/rosegarden-manual.fr.po:3473,3479, .nb-no.po:3476,3482, .nl.po:3523,3529) are obsolete #~ msgids that quote GPL-2 §3c verbatim, with untranslated msgstr; that is the quoted GPL text, not a term of the manual, which is GPL-2+ ("released under the GPL2 or any later version").
The holder the prescan found missing, "Free Software Foundation, Inc. 51 Franklin", is the FSF's copyright line inside the GPL-2 text reproduced as an appendix (e.g. documentation/debian-edu-trixie/debian-edu-trixie-manual.xml:3172, documentation/audacity/audacity-manual.xml:184) and quoted in the rosegarden po files; the FSF holds no copyright in these files.

Translator credits do exist in the .add addenda that the po/add stanzas point at, and the po headers say distributed under the same license as the ... package.
No licence wording other than GPL-2+/GPL-3+ anywhere in the tree; both are in /usr/share/common-licenses, so no licence text has to be reproduced beyond the notices the file gives.
No built files are shipped: a tree-wide search for *.pdf, *.epub, *.html, *.gz, *.zip and .orig finds nothing, and there are no dotfiles or VCS leftovers. The PDF/HTML/EPUB the binary packages ship are generated at build time from the XML+PO present here, and the wiki source snapshot (source/AllInOne-.xml) is present, so the preferred form is in the source package.
Packaging read in full: debian/{control,rules,changelog (top entries),README,README.source,copyright.packaging,copyright.licence,gbp.conf,salsa-ci.yml,clean,docs,source/format,tests/{control,validate-xmls-lint,validate-html-lint,xmllint-functions},mail_stats_to_list,29 .links}. No debian/patches, no maintainer scripts, no debian/.install. Tests depend only on libxml2-utils and are marked build-needed.
Build dependencies checked against the archive: every name in Build-Depends/Indep exists; zip, xsltproc and libxml2-utils used by documentation/common/Makefile.common come in through dbtoepub's Depends, gettext (msgcat/msgfmt) through po4a, and dpkg-parsechangelog from build-essential's dpkg-dev; fonts-dejavu-core, FreeSerif OTF and LaTeX come from the dblatex/texlive packages. dh runs dh_strip_nondeterminism at compat 13, so strip-nondeterminism is used.
There is no debian/watch, and the package is native, so none is needed.
Every pointer of debian/copyright to /usr/share/common-licenses names a file that is there (GPL-2, GPL-3).

documentation/debian-edu-itil/images/tempochange.png is 6.9 KB under the same name as documentation/rosegarden/images/tempochange.png (6.9 KB, credited 2008 to Alf Tonny Bätz), and the changelog calls the ITIL one a "dummy image"; the stanza that matches it, documentation/debian-edu-*/images/*, does not name Alf Tonny Bätz. I did not compare the binary contents, so I cannot say whether this one file's holder is wrong.
The new Lao PDF: dblatex.xsl selects \usepackage[english, lao, provide=*]{babel} with DejaVuSans as main font for lang lo, and no Lao-capable font package (nor, as far as I could tell, texlive-lang-other for babel-lao) is in Build-Depends-Indep; if DejaVuSans has no Lao glyphs the Lao PDF shipped in debian-edu-doc-lo would render without text. A build and a look at the PDF would settle it; I could run neither.
Russian and Polish translations are built and staged (the install loop in documentation/common/Makefile.common creates debian/debian-edu-doc-{ru,pl}/) but no such binary package exists in debian/control or in the archive, so their PDF/HTML/EPUB output is discarded; the changelog has a precedent for dropping a language package, so this may be deliberate.
What these files are. The scan made before the review picked them out (built files, minified code, archives, licence wording that is rarely free, or licences that are not accepted), and this report does not mention them: documentation/rosegarden/rosegarden-manual.nb-no.po:3476 (terms restricting commercial use); documentation/rosegarden/rosegarden-manual.nl.po:3523 (terms restricting commercial use).
