 .
   * New upstream release.
   * Rename libflint22 -> libflint23 for soversion bump.
   * debian/copyright
     - Update my copyright years.
   * debian/control
     - Bump Standards-Version to 4.7.4.
     - Drop versioned dependency on libntl-dev; old dependency was 9.9.1,
       but 11.4.3 is now in oldoldstable.
   * debian/patches/builtin-overflow.patch
     - Refresh for new upstream release.
   * debian/rules
     - Drop "-fno-strict-aliasing" flag; no longer necessary.
