Final Comment

Sorry, I have to reject again, I've found an additional issue:

The package open-vmdk is rejected because the source tarball contains a problematic
pytest/configs/EULA.txt

This file contains the "VMWARE GENERAL TERMS" which restricts use to "internal use" and forbids resale/sublicensing. This is incompatible with the Debian Free Software Guidelines (DFSG).

Example problematic section:

1.3. Restrictions. Customer may use the Offerings only for its internal use and for the benefit of its Affiliates. [...] Customer may not resell or sublicense its rights to the Offerings.

Even if this file is only used for testing, the source code distributed in main must be free.

Action: You need to clarify with upstream what this EULA specifically covers. If it covers just the tests, we might be able to remove the tests. If it covers the whole package, then we cannot accept it into Debian.
