I'm totally happy to declare the Academic Free License to be DFSG incompatible.
That said, I suspect this is an error in the packaging, and that this is supposed to be licensed under the MIT license which is in the LICENSE file, and the maintainer should sort this out with upstream.
So I'm voting for REJECT because the package needs changes before it can be accepted.
