text: neither the crate published on crates.io nor the upstream Git
repository contains a LICENSE file, and the Rust sources carry no inline
copyright headers. The sole author listed in Cargo.toml, and the only
crates.io owner, is Janis Pritzkau <janispritzkau@gmail.com>. The copyright
year was taken from the upstream Git history, whose commits all fall in 2019
(https://github.com/janispritzkau/rust-base-encode).
