Seemingly this only applies to the files: vtkVmtk/Utilities/tetgen1.4.3/tetgen.cxx vtkVmtk/Utilities/tetgen1.4.3/tetgen.h And so perhaps it could be distributed in the main archive if those files could be relicensed, or could be removed.
